Internal facing lighting

Having dealt with this when the Seminary redid the apartment next to us, lighting needs to be low(er) wattage and internal facing. It took intervention by our alder woman to make the change. Would also be nice if high intensity lighting was on a timer like to soccer field at the old CBC.

Scale, Traffic, and Access

Scale and architectural character of new structures along Wydown need careful study. Parking structure suggested could be a detriment to the residential and pedestrian quality of the street. Will a traffic study be conducted before rezoning? Are WU athletes walking or driving to new fields? Has vehicle access to Big Bend district been considered as a shared drive with with existing Fontbonne entry? Animation suggests current proposed access point requires a lot of regrading. Is there a schematic plan for field layout?

Access and Lighting

Given that this is a conceptual presentation at this point, I think it appears reasonable. Clearly Concordia needs to update its housing and the plan brings its community together. I certainly don’t want to comment on whether providing houses on little cul de sacs or townhomes around quad makes more sense for its population on its own property. Similarly, I have no big concern about the new dorm plan for Wash U on its South 40 property. The current dorms along Wydown do not impose on any Clayton residential areas and adding dorms on the existing ball fields won’t either. However, I do have two significant concerns for the design going forward: 1) Curb Cuts: The existing parking access to Fontbonne is already hazardous, with many cars ignoring the directional restrictions going in and out. I believe that adding another access along Big Bend will significantly increase the potential for accidents. Additionally, while Wash U already has a road accessing Big Bend, moving it closer to the Forsyth intersection as shown in the drawings will impact the flow of traffic, and again, I suspect, have many illegal turns complicating the situation. 2) Field Lights: It is unclear if the buffering proposed is existing old growth or all new plantings, but I am skeptical that it will be sufficient to shield typical ball field illumination from the adjacent residential areas. Consequently, I would be for not having any lights. That would also cut down the noise intrusion in the evenings.

Create a pedestrian/bike path along the eastside of Fontbonne, the east side of the proposed fields and continue to the CBC campus. Safer
