The City of Clayton has completed the exciting and important process of updating our Comprehensive Plan!
Welcome to the Comprehensive Plan website for Clayton Tomorrow 2040. The City encouraged and benefited from citizen participation throughout this process. This website will remain live for the next few months to provide opportunity for citizens to view progress, review engagement summaries, and gain additional understanding about the City's direction in the future. As we begin the process of implementation, staff will translate the plan into an online dashboard and interactive plan.
What is Comprehensive Planning?
Comprehensive planning evaluates a variety of aspects of a community to understand strengths, weaknesses, opportunities, values, and vision for the future. Through an open public engagement process, the City of Clayton will create a vision for the future. A comprehensive plan becomes a guiding policy document that outlines goals, principles, and priorities to aid the elected and appointed officials, as well as staff, in decision making over the next decade.
A comprehensive plan focuses on future land use and development decisions. Closely tied to land use are economic development and sustainability principles. The plan will explore goals for residential and commercial development to lay the foundation for the City's zoning regulations. The comprehensive plan does not guide all City policies and spending. For example, evaluating public safety (including police and fire services), capital improvement projects, and other spending decisions (such as waste services or contractual services) are not included in the scope of this project.
What does the planning process look like?
The planning process is broken down into four phases completed over several months with a goal of having an adopted plan by April of 2024.

Frequently Asked Questions
Will there be opportunities for community residents to contribute?
Yes! There will be a number of ways that the public is invited to contribute to the planning process. As the phases progress, a series of open houses and pop-up events will be announced where the community is invited to share their expertise and provide feedback. Each public feedback opportunity will be posted here on the website. Sign up here on the website to receive regular updates from the planning consultant team.
Does the City have existing plans?
The last public comprehensive planning process for the entire City of Clayton took place in 1975. More recently, a master plan for Downtown Clayton was adopted in 2010. The new comprehensive planning process provides an important opportunity to gather community voices for shaping the vision of the city. What will be included in the plan?
The final comprehensive plan will be designed to address several key areas of interest for the City of Clayton. Throughout the process, the consultant team will work with the City and community to address the following priorities:
- Sustainability and Equity Guiding Principles
- Extensive Public Engagement
- Community Needs Assessment
- Existing and Future Land Use Plan
- Transportation Network Analysis
- Performance Management and Implementation
Who is involved in this process?
Consultant Team: Process is led by consultants with staff support from the City. PGAV Planners is serving as the project lead and management, Key Strategic Group is leading the public engagement, and WSP is providing expertise in transportation and sustainability planning.
Steering Committee: A committee of various community stakeholders and representatives will serve to provide guidance and feedback throughout the process.
Public: The public will be provided multiple avenues for feedback. People of all ages and backgrounds are welcome and encouraged to participate, including all those who work, live, play, and learn here in Clayton.
Plan Commission: The commission is the adopting authority. The commission is also represented on the Steering Committee.
Board of Alderman: Presented with plan after Plan Commission approval. Will attend various engagement events and planning meetings throughout the process.
