Proposed Planned Unit Development Regulations
Staff have reviewed the existing Planned Unit Development regulations and public benefits structure in light of the community vision and goals established in Clayton Tomorrow 2040. A draft of proposed regulations has been completed to implement the following comprehensive plan key result:
Review PUD public benefit points system to identify opportunities for better alignment with city objectives.
The proposed regulations use a tier framework to categorize PUD projects based on the number and scale of code modifications requested. The application process and meeting requirements are largely unchanged from the existing regulations. A full draft is available for review under the Documents folder. As part of the analysis and drafting process, staff facilitated multiple public discussions with the Plan Commission and the City Council. Dates of these meetings and recordings are listed below. The public is invited to review the proposed changes and submit comments, questions, or suggestions.
A public hearing is scheduled for consideration of the draft by the Plan Commission on April 20, 2026, at 5:30pm at City Hall.
- February 10, 2026: City Council discussion session
- February 17, 2026: Plan Commission discussion session
- March 30, 2026: Plan Commission discussion session
